Thanh Son Cement Factory Project has a total estimated investment of 1,430 billion VND, was granted an investment certificate by Thanh Hoa Provincial People’s Committee in 2008, and land leased in 2009.

The largest construction materials factory in 11 mountainous districts of Thanh Hoa province is expected to create a development boost.

According to the local government, after being handed over the land, the investor built technical infrastructure including: worker housing, fences surrounding the factory, concrete pile foundation and a number of other auxiliary works.

Thanh Son Cement Project has invested in a number of items such as the operator’s house, worker housing, fences… but stopped construction for more than 10 years.

Since then, many places within the factory’s nearly 40-hectare campus have become cattle grazing grounds and fish ponds.

According to Mr. Le Phuc Hanh, Chairman of Thuy Son Commune People’s Committee, hundreds of households in the commune had to give up fertile fields and flat land to the factory.

The report of the People’s Committee of Ngoc Lac district stated that 206 households in four villages of Thuy Son commune were directly affected by the project.

The rows of houses used to house workers have deteriorated after a period of disuse.

After many years of stopping construction, in early 2021, the investor of Thanh Son cement factory sent a document to the Chairman of Thanh Hoa Provincial People’s Committee requesting to increase capacity to 2.5 million tons/year, nearly three times the capacity.

On August 13, a representative of Thanh Son Cement Joint Stock Company – the investor, said that the project had disbursed about 400 billion VND but had to stop construction for many years due to lack of capital.

According to the Chairman of the People’s Committee of Thuy Son commune, recently the locality held a meeting for the people of 5 villages living around the factory, all of more than 700 comments from households did not agree with the continued construction of the cement factory in the area.

Ngoc Lac District People’s Committee also requested that the Provincial People’s Committee `not consider adjusting the factory capacity, intending to revoke it because of schedule violations; abandon the planning of Thanh Son cement factory in the above area, proposing to adjust the planning.`

Thanh Son Cement Factory belongs to the group of level 1 hazardous factories, must be planned outside the urban area, at least one kilometer away from residential areas, but in reality the factory is only about the nearest place from where people live.

Many places within the factory premises have been turned into ponds for raising fish and grazing cattle.

In addition, the local government or the locations of limestone and clay mines used as raw materials for the project are located in the Iron Mountain area – this is a traditional place of the Muong people associated with the Lam Son uprising.

Near the factory, there is also Ban Bu cave, a cultural relic and scenic spot that has been recognized as a provincial relic.

`The mining of raw materials at the above location will greatly affect the cultural and spiritual relic complex of the people in the district,` the report of the People’s Committee of Ngoc Lac district stated.
