On the morning of December 4, a national online conference on summarizing, replicating and implementing the modern one-stop shop mechanism at district-level People’s Committees was held in Hanoi.

The implementation of the modern one-stop shop mechanism at district-level People’s Committees has had practical effects, but there are still many limitations.

Deputy Prime Minister Nguyen Xuan Phuc said that there needs to be a box for people’s suggestions in the one-stop shop issue.

Mr. Tran Hung Phi – Director of the Department of Land Registration and Statistics (Ministry of Natural Resources and Environment) said that the one-stop mechanism helps reduce widespread harassment.

The Vice Chairman of the People’s Committee of Quang Ninh province commented that his one-stop administrative procedures have not been implemented well in the past.

According to the vice president, the whole country must review administrative procedures, and the Government needs to direct more closely to reduce procedural inconveniences between state agencies and the people.

`If the Secretary, Chairman, and Director of the Department make a strong change in ideology, the modern one-stop, one-stop mechanism will be able to do it,` Vice Chairman of Quang Ninh said.

Deputy Prime Minister Nguyen Xuan Phuc praised the results achieved in implementing the `one-stop shop` and `interconnected one-stop shop` mechanisms throughout the country recently and criticized the leaders of some provinces for not explaining to the people.

`Currently, people complain about going through too many doors to complete administrative procedures, or one door but with many locks. There needs to be consistency in receiving documents, transferring them to organizations, and getting results.

The Deputy Prime Minister proposed that it is necessary to continue to improve the quality of the one-stop mechanism, with a people’s suggestion box, because if people keep complaining, they will get bored with public agencies.

According to the Deputy Prime Minister, all reforms must focus on people, first of all capabilities and qualities.
