Nguyen Huu Canh Street (Binh Thanh District) was seriously flooded twice again despite having a super pump.

Styrofoam containers, plastic bottles, and nylon bags fill the manhole, preventing water from reaching the pump.

After a number of times your company tested high-capacity pumps to successfully prevent flooding on Nguyen Huu Canh Street, recently the road was seriously flooded again.

– According to the contract with Ho Chi Minh City, we are responsible for preventing flooding of Nguyen Huu Canh street with a basin of 75 hectares (from the foot of the Thu Thiem overpass to house number 125A in ward 22).

In the two failures, during the rain on October 17, 2017, when checking, it was discovered that the sewer had 28 m3 of large-sized garbage clogged at 3 manhole points.

It is worth mentioning that 3 days ago, the city drainage company dredged the sewer bed.

– The company takes on the task of flood prevention but depends on other units to control the sewers to help the pumps operate effectively.

– We operate in the technology field, only producing high-tech machinery.

Before operating the pump, I also raised the possibility that trash could affect the flow and installed trash screens at the water intakes.

The super pump was assessed to successfully prevent flooding after more than a dozen test runs.

– Many experts believe that preventing flooding with a pump is not feasible due to the pump’s improper design. A large-capacity pump with strong suction will cause the sewer pipe to burst… What do you say about this?

– Anti-flooding with pumps is applied by many countries such as Indonesia, Singapore, Malaysia and even the Netherlands – where the foundation is one meter lower than sea level, so it cannot be said that this solution is not feasible.

Because the city’s foundation is low, it must be divided into basins to prevent local flooding, then push water out into the river, then into the sea.

It can be said that this solution is the most effective and cheapest today.

Regarding concerns that large-capacity pumps with strong suction will cause sewer pipes to burst, create sinkholes, or construction designs that do not meet standards… we affirm that we do not design projects but only make use of them.

We have to look at the reality that there have been people who had accidents due to flooding and could not see the road, some died from falling into sewers… Meanwhile, many projects were advised by experts.

Currently, the city has nearly 100 flood points spread evenly from District 1 to District 12. If there is no more effective solution than pumps, we hope experts will support us in preventing flooding in the city like the Netherlands is doing.

– Not being an expert in this field, what is the basis for you to think that using anti-flood pumps for Ho Chi Minh City is the most effective?

– According to World Bank (WB) documents, the city’s foundation sinks 1-3 cm each year, inversely proportional to sea level rise, so more than 60% of the area is affected by high tides.

The flooded points all have a foundation level below 1.5 m while the tidal peak is 1.65-1.68 m.

Currently, some experts advise the city to raise roads and replace large culverts at low-lying areas.

With this slope, when there is a high tide combined with heavy rain, even if the road is raised and a large culvert is replaced, it will still be severely flooded, like Kinh Duong Vuong, Nguyen Van Qua, Le Van Luong and even Huynh Tan Phat streets.

The city is considering a plan to build a regulating lake, which is very good, but it is very difficult to do because there is no more land fund.

– How do you explain the fact that you assess the company’s pumps to operate effectively but the city has not yet signed a lease contract?

– In the contract signed on April 19, there is the content `after 45 days, the city must offer a price for renting the pump service` but by the specified deadline it has not yet been available.

I have researched this project for a long time, invested more than 100 billion VND and am very confident with its anti-flooding effectiveness.

Meanwhile, the Flood Prevention Center, the Department of Transport, Finance, Planning and Investment have been struggling for nearly 2 years and still have not been able to research the service rental price, I am also sad.

– The flood protection for Nguyen Huu Canh Street has not been accepted by Ho Chi Minh City, why do you propose to install flood protection pumps for the Tan Son Nhat area and District 12?

– My proposal comes from the perspective that people have suffered from flooding for many years, and Ho Chi Minh City needs an urgent solution.

Before making the proposal, we surveyed and researched carefully and confirmed that we could eliminate the flooding.
